Overland Park Advances Major $1.1 Billion Redevelopment Project
Overland Park has taken a significant step forward in what could become the largest investment in the city’s history. The city council unanimously approved establishing a tax increment financing (TIF) district for a $1.12 billion project centered on the Black & Veatch headquarters campus and surrounding neighborhood.

The ambitious development plans to transform the area off College Boulevard and Lamar Avenue with new housing, retail shops, and community green spaces. Black & Veatch could receive up to $250 million in tax reimbursements—roughly 22% of the project’s total cost—if they successfully increase property values and deliver promised community amenities.
Local residents are expressing optimism about the project. Many cited the appeal of having more amenities nearby, particularly green spaces and shopping options, without needing to drive elsewhere. One resident noted that the development could make the area more desirable for young families choosing to live outside downtown.
City officials emphasize this is a “pay-as-you-go” TIF system, meaning reimbursements come from increased tax revenue the development generates rather than existing taxpayer dollars. The assistant city manager explained that vacant office buildings signal potential deterioration, making this proactive modernization critical for maintaining the area’s economic vitality.
Black & Veatch has indicated they’ll likely partner with private developers for the residential and retail portions of the project. A rezoning hearing is scheduled for September.
